ADDENDUM TO THE ICC REGULATIONS
FOR THE REVIEW OF BOWLERS
REPORTED WITH SUSPECT ILLEGAL
BOWLING ACTIONS
This addendum to the ICC Regulations for the Review of Bowlers Reported
with Suspect Illegal Bowling Actions is effective from 16th November 2020 until
30th April 2021, and it becomes part of the previous regulations dated 30th
September 2018.
In the previous regulations, all references to an Independent Assessment provided for in Articles 4, 5, 6, 7, 8 and 9 no longer apply.
Instead, if a player is reported for a suspected illegal bowling action, they will be required to submit to an Expert Panel Analysis as provided for in Articles 4.7, 5.5, 6.5, 6.6 and 7.3.
If a player or a Member wishes to challenge the results of the Expert Panel Analysis, there are two options available to them:
If it is practical to attend an ICC accredited testing facility, the reported bowler can submit to an assessment of their bowling action conducted by an ICC Human Movement Specialist at an accredited facility, at the Members cost as provided for in Article 6.9 or the regulations, or
If it is not practical to attend an ICC accredited testing facility, another Expert Panel will be convened to assess the bowler’s bowling action, also at the Members cost.
If either of these review processes concludes that the bowler does not use an illegal bowling action, the player will be permitted to resume bowling in international cricket and all costs incurred by the player and/or their Board shall be reimbursed as provided for in Article 9.3 of the regulations.
All other Articles and Appendices from the previous regulations remain unchanged.
